This week, we’re looking at a bill that’s been bouncing around Congress, making it through the House but stalling in the Senate—twice.

This bill takes a hard line against executive authority, preventing the president from making a ban on fracking.
What’s fracking? It’s a method of extracting oil and natural gas by injecting high-pressure liquid into underground rock formations.
- Supporters say it reduces energy dependence, lowers fuel prices, and creates jobs.
- Critics warn it contaminates groundwater, increases earthquake risk, and accelerates climate change.
What’s striking to us, is how this policy would go against the trend of increased executive power.
While the bill passed the House in March 2024, it never moved in the Senate. Now, in early 2025, the House has passed an updated version—only for it to face the same uncertain fate.

Honoring Black History Month
While scraping around for policy nuggets, we found this gem on a government website.
It pays tribute to A. Philip Randolph, who 100 years ago was leading the fight for Black labor rights and economic justice. His efforts included working closely with President Franklin Roosevelt to develop the Fair Employment Practice Committee, which aimed to ban racial discrimination in defense industries—a move that was authorized by Executive Order 8802—the first Presidential directive on race since America’s Reconstruction Era.
Randolph’s work and the signing of Executive Order 8802 is proof that executive power can be used for progress. Which is a good reminder as we evaluate the efficacy of the recent Trump administration Executive Orders.
